don't know how it was done originally, but if I was doing it now, I would make up a bar with a slit down it's length to a slightly oversized spacing for the sheet steel, then slide it over the length, heat the sheet, and roll it round over like a tin opener...
Wot Mcdavid said. Except you don't say what the material is or how thick. People who make zinc flashings and gutters around here have a bit of kit something like as he described. Makes tight rolls, or can do as pictured.
Cheers all. Yes a bar with a slot in was what I thought as well but I can't see that it would work that well due to the limiting OD of the jig inside the scroll. It's not an option to heat the sheet either. Originally it was .9 steel but I'm using .6 SS.

Whats at the other end? You might be able to shove it into a hole as you would make a hinge. You'd need to be able to hold the free end very firmly and shove it equally firmly into the appropriate shaped former.
from your photo I thought it was a good bit thicker. As it's only thin, 0.6mm, (23 gauge) you'll not need heat. The OD isn't that tight, Like I said take a bit of 1" pipe / conduit or bar, slit it up one side with a 1mm cutting disc, put a decent size stilson on the end of the pipe, hold it down securely to the bench, or your break, line it up with where you want to roll the stainless, and just roll it like a tin opener. At that thin, it'll roll like a pancake...take it a wee bit beyond where you want it as it'll spring back. it'll be fine...
Is it the exact shape of the original you want or is it just for a safe edge? Used to form a lot of wired edges with hand tools for sheetmetal hinges and for safe edges when I was an apprentice. Great fun taking out the days frustrations beating the bejaysus out of stuff with a big rawhide mallet.
Cheers will give it ago. 1" will be too big for the radius once the spring back is allowed for but will see what I can get away with, would think more likely be 5/8". Got some old outboard prop shaft that should do the trick
