I just lacquer over the base coat and do all the finishing to the lacquer if there are no runs.
you have a window for lacquering over basecoat,about 20mins after that there is a good chance it will not stick.
if i have to rub any part down. i put another coat on it.
I am about to lacquer 2k clear over week old finished coat. I have denibbed and flatted down with 1500 paper, just about to apply decals. Is that finish ok now to lacquer?.

base coat should be laquered over as soon as its flashed off you may well have problems with the laquer peeling in the future as for your decals you should have sealed the base coat with laquer you could have then flatted the laquer applied the decals and re laquered the whole thing
As stated earlier the finish coat at the moment is in flatted high gloss solid colour, which I was told is essentially pigmented lacquer, do your comments still apply?.

you should be ok with that, but as mentioned check the decals especially if they are of the printed type sometimes the thinner can disolve the ink on them
dont think that will help printed decals.
and for the record,maxi clear does have a thinners.
