As has been said, the pumps can seize if left unused for an extended period but this is a common problem and easily overcome.
Simply insert a well fitting flat blade screwdriver into the slot on the pump motor shaft and rotate the motor manually until it frees up. After that keep it running with power for a while to help it free up.
If after freeing up the motor it still doesn’t want to start with power check the condition of the motor start capacitor in the black plastic box on top of the motor body. It will be 5 micro farad from memory. If this goes low the motor will not have sufficient torque to overcome the friction from the seals. Replacing the capacitor with a new one will restore function.
Edit: successfuly losen the motor, but motor did not start. But need it to unscrew bolts so I could tilt it sideways and safley turn with flat screw (was scared of stripping already badly looking screw).
So tried testing with bad 2€ multimeter (nothing "cheepo" works when you need once a year). Will test it tomorow with another multimeter.
Probably is capacitor. How much does it costs.? Cca. 10€?
What else could be problem.
I've tried with 230V and it starts if I helped to quickly turn with flat screwdriver. It also works in colling unit if I turn it with screwdriwer and no errors are shown.
So it is definitely capacitator!
Ps: on other multimiter don't have an option for capacitator measurement but it is already clear it is capacitator fault.
I've ordered capacitator spare from ewm distributor (will get it by monday or tuesday by post).
I won't try any TIG without cooler as it was suggested by service guy so I won't burnout watercooled gun.
Tried stick welding and damn. It is so easy it's not even fun to weld
Is it so diffrent welding on DC rather on AC with stick? Amperage should be an amperage. With these machine I must realy lower the amps.
Update: I've got capacitator from ewm dealer really quickly and already changed bad capacitor and successfully repaired the water pump. Now pump pumps water to gun and no errors were shown on display. You all were a great help.

MMA welding is DC (DC-) and yes, inverter machine makes it way easier than old transformer MMA dedicated units.
Service guy is right, water-cooled torch can't be used without cooling flow.
Hi guys again.
My water pump broke again. Now it won't start even if i turn it with a flat screwdriver.
I've got error for coolant and needed already to refill, because it was below themark (bit to quickly I think). After refill it won't start.
Therefore opened side lids and saw watery brown fluid below the pump. Seems like oily or it just maybe fluid with rust... Don't know.
Then I've tried it on 230V socket and won't start again even with flat screwdriver.
Now it must not be capacitator, because before it was no problem to start it with screwdriver.
Is it a bust or am I missing something?
How much is new motor pump?
Edit: if I loosen all the bolts, it starts rumbeling and sometimes turns fan slightly. With screws in just gently vibrates (you can feel it if you touch housing with fingers). Didn't test any coils, need to disassembly first.
Brushes? Dirt?
Capacitor = induction motor = no brushes.
I think you need to separate the pump from the motor ( if possible ), check each for mechanical blockage, then test the motor on it's own.
