check on boc website, rough guess for Y sze bottle is about £130 a year. Thats rental and gas price, rental is about £55, but it varies on what size cylinder you get.

Small disposables but they don't last long. Car factors or even Halfords sell them, make sure you get argon mix not just CO2 or pure Argon. They are not cheap though. There is a welding supplier in Rushden opposite White Arches caravans, its Sureweld(U.K.)ltd. They sell the small disposables and all things for welding.
