I thought that but dismissed it because you can only offset the tool a 1/4" or so and why should it be spring loaded?It’s a small boring head.
I think it is for undercutting at the end of a bore, to go on a capstan or automatic lathe. It is a means of putting on a cut with no cross-slide movement
Poke it into the bore then something pushes onto the lever to force the tool out so it cuts. The lever is released and then the tool withdrawn from the bore.

Easy enough to make it fit.
