That's pretty much what the said on the BBC News. They were having trouble with the overhead wires, they are normally tensioned by pulleys, but the expansion was beyond the set limits, so they just got slack.
They do incorporate expansion joints, but not very often. I was watching one of those cab view videos on YouTube and the driver pointed one out. It looked a bit like a scarf joint, but I didn't get a good look.

I was thinking put a plastic bag inside. Sandbags are woven so they might leak slightly. You can still use the sand afterwards, it won't be a solid lump like if you added cement

Personally I'd keep it, I have a Mono Welder buzz box and it's great for the thicker stuff, just switch it on and go.
It all depend on what you're going to be welding though.

It's really a ring because the last socket is wired back to the first one, a spur or radial is a dead-end at the last socket.
Having both lives going through the same pole is OK and means you only need a 2 pole breaker.
