You can't always use jubilee clips in place of the Oetiker Clips.
I had to use Oetiker Clips on my small car CV gaiters.
Anything with a bigger profile would have fouled the joint.

When I bought the PEI sheet it came with a 3M double sided sheet that is OK for use with the heated bed.

But I have just used 3mm standard glass with my last two printers and never had a problem.
I guessed it was cheap enough that if it didn’t work I would then get some borscilate glass.
