The non iso lacquer is reputed to be vastly inferior too. Doesn't wear much better than cellulose from what I can gather, though I will admit I haven't used it myself.

The depth in that lacquer is fabulous. A few finishing touches and that will be a real unique work of art. Always did like lacework, but never seen it done in candies before.

I usually keep an eye on Freecycle for old washing machines and dishwashers. use the sides for sheet metal and take the rest to the tip. Just remember to remove the galv coating before welding it.

What ever security measure you put in place will be circumvented if a thief wants your bike. End of story. And at the end of the day brenweld has built a bike STAND not a bike SECURITY DEVICE. Looks pretty good to me anyway, nice and sturdy.
I have no idea what "state" those welds are in, I don't have enough experience yet, but as gavuk says, I would weld a couple of bits of box together, find my biggest hammer and whack the living daylights out of it. If it doesn't break then the chances are it will be OK!
