i have a couple of sets of these 'presto' drills, didnt pay that for them tho, there stamped presto, seem to be ok but arent the best drills ive ever used
you can work out the major diameter out via pythagoras

ive used the yellow starret ones, grey bosch ones and orange sandvik/bahco ones to great success, the starret ones loose there edge quickly if you dont use enough lube, i use treffolex cutting paste
im not sure how much bending springs are but my 15 and 22mm pipe bender was only £20 from a local discount tool place, its only a silverline one but had done everything ive asked of it,
if its just dynamic balancing you dont really need a bike or even an engine specalist, my uncle works for an electric motor rebuild/refurb/rewind company and they have a dynamic balancing machine there
ill be redoing my storage shed with firestone rubber pondliner, cheaper than buying felt and gaurenteed 100% waterproof, well at least its holding 2000 gallons of water back in my fishpond.
to be on the safe side of things, "better safe than sorry" etc, im going in to see the planning dept at the council, see what they say, there initial advice should be free, i want it to be right and not have to rely on technicalities etc
