I advise finding out what the rules are on the maximum size of industrial unit that doesn't need rates paying on it. Have a word with your local authority and find out what the rules are.
Looks like tightening the center nut would do it but there is nothing in my (early) handbook about it. Maybe a very late manual would help! Your machine is mid seventies to end of production going by the colour.
If it turns fine by hand I'd be looking at the motor. Take the belts off and see if it starts reliably. The disadvantage to DSG machines was they liked to use motors the size and weight of baby elephants so if it is a motor fault.....

My ability with a stick welder is non existent. Any kind of welding with a filler rod is out also, this part has to be automated because my hand-eye coordination is extremely poor.
