You need around 200a but more the better. No difference between transformer or inverter weld, if you dial it in more or less it will hold. The sound while welding is different

+/- 0.1 might be tolerance between axis when bored out. If its welded within few mm id be happy because its not thin steel sheet that you can tack, re tack and beat till it fits
Does your lathe has a oil bath clutch in headstock. If it does be carefull what you put in because you will f it up. Dont ask me how i know. If it dont, its just gears, maybe try hydraulic oil 46, thats what I use in my Emco maximat super 11
