At 25mm with sharp sand in an industrial setting I think your probably pushing the limits anyway. Sharp sand screed is intended to be covered in a domestic setting as it is.
In an industrial setting rather than spraying water it is worth just buying primer will stop it drying to quickly as well as bond the two surfaces better.
