I don't think I would want to try that personally, mucking around with high pressure gas is a good way to hurt yourself if you're not careful. You'd need to fill it through pipework that would be at the full tank pressure, so at the very least you would want to hydrotest that pipework to more...

I think this may also depend on your torch, I'm not sure about any other machines but on my Clarke 160TM the trigger is a two stage affair. When the trigger is partly depressed just the gas comes on, the gas and wire come on together when the trigger is pulled all the way.
