Or does it only supply a certain amount e.g. 1kw per hour for 4 hours,

If it was my car & otherwise perfect I'd weld it & keep it - but I have the kit, retired and can afford to take my time.

Some old locks can be dismantled easily; I've done this.
If someone did it to yours they might have reassembled the "leaves" in the wrong order - so you might find simply re-arranging them will then fit one of your existing keys.

Isn't that space attached to the house, through the french doors in the brick wall, like where a conservatory might be ?
If yes, maybe they reacted that way because of that.
The tools etc look normal to me; mine are spread between shed and garage so slightly better hidden.
Is this that Rare case where a "smart meter" can be a handy tool...?
Turn everything in the house off, including fridge/freezer, then your shed is consuming whatever is still showing...
If you don't have a smart meter, maybe the mains meter will give you a units reading...

I did try welding my Disco td5 rear chassis with Arc (tiny Lidl inverter jobbie £60)
but found it a bit too brutal for my skill level, so ended up using Mig...( tiny Aldi gasless inverter jobbie £60).
Still not brilliant, but needs-must & I got there in the end.
Problems mostly caused by me not...
Probably best to have clean cut edges & pipe surfaces to reduce chance of leaks, so there may be a pipe length gap to fill.
Get an accurate measure of the two pipes diameters so it's clear what you need.
Also measure the gap between the pipes, where the new joins might fit after cutting e.g...
Ours is only on for the 40 minutes before we wake up, & its enough for 2 showers...
If its on for 7 hours I'd say you're paying 7 times more than necessary :o - so yes, buy a timer.
Timer is a one-off cost - and you're paying for the water every night x365 days every year :o
New electric rack will be expensive...
