I got fed up with cheapo (Screwfix) belts coming apart at the glue join, so now buy Bosch about 2" wide ones and attack them with a pair of scissors to get about the right width for the power file. Works out about the same price per belt, but at least I can use all the grit before they fall...

I've had similar issues in the past (albeit with older reels of wire) where the problem was rust on the wire. Stripping 100m or so off the reel got me down to nice clean stuff again.
Just another thing to check...
