"Budget" really shows the problem I would have thought. Like your first I would suggest take it back and get your money back as suggested by other members.
You took on a difficult project for your first welding spell! I would say well done as the area you had to work in was a tight space. Practice makes perfect so they say so I would suggest maybe practice a few easier bits of steel plate on a flat surface just to get a better feel of the weld...
I was wondering if a small dent can be fixed by first freezing the area so that it shrinks, seeing that the dent will have expanded on impact, and then press it back into its original shape?
So the new one is smaller bore by 1mm. Can you not just get the new ones bore skimmed to 10mm as original? That is if the grooves on the original are worn and or just need cleaning like O J CAR mentioned.

You mentioned the inner wing being the problem but from your pictures it looks like you decided to check the outer too and you dont like that as well! Still looking at your welding on the other panels these two will be done properly and so you will have peace of mind having done a proper job.
