All very well doing a leak test, but you need to know the expected results to say if it's any good or not! I suspect like you though, that with the springs on it should be fine.
Stick it on a pole to go up 8ft maybe, then across the walkway? He could even just have the pole locate in a pocket when in use, pull out and lie down out of the way and have a junction at the base - then pull the cable back up again to the flat.
The suitcase style inverter generators would be the best bet, but very expensive. Can't he just throw a cable out the window? Even if it's not a permanent solution!
My mum worked for BAE for donkeys, retired about 10 years ago now.
I work in IT on the far side of Sadly Broke (Old Glos Road) but we're all good - if anything we are needed more than ever as we do call centre stuff!
If you want to record, then you want to make sure it supports ONVIF at a minimum. I have a weird fisheye lens Vivotek camera by my front door which has a microphone - gives a wide angle view of the hallway. Works well, but only 2MP and because it's not a HikVision camera, it records 24/7 which...
I like the HikVision stuff I've installed so far, not used any internally but they're great outside - 4MP and POE are what I look for.

Is what I've...
I'm not saying it's been windy round here, but my wheelie bin is going on a speed awareness course next week I think!
Not surveyed any damage yet, we're far from the end of the storm here. Was hailing earlier!
TDV6? Is this the exhaust balance pipe or fuel rail one? Either way it doesn't surprise me, but that engine is a good one to shop round on as the LION V6 is used in a lot of different vehicles - Jag's, Citroens, Peugeots as well as Ford & LR :)
No, there's no hard or fast rule, just that after 6 years the tyre will start breaking down slowly - the manufacturers only "design" them to be good for that period. Of course, anything after that is a bonus, but needs monitoring :)
