Yes, if you have not had it powered up before the referb then you have yet to hear the HUMMmmmm. The power on light is kind of acidemic cos you would have to be deaf not to know when it's powered on :D.

FYI the reason to use the extingusher up side down is because they usually have a pickup tub that takes the CO2 liquid from the bottom but for welding you need the gas that forms above the liquid hence using it up side down.
Get yourself a CO2 fire extingusher. Remove nozel/cone , mount upside down and connect your regulator. Clamp extingusher trigger ON and away you go! Secondhand / out of date extingusher come up on gumtree from time to time.
