I've never got on with weld thru primer, spot welder did not like it much either
Thinking about it, it's combined air and water cooling of the oil so could either be the seal or the cooler itself. Not an expensive part from memory

As above, check what your lowest setting is. Floor pans tend to be a little thicker and shouldn't be an issue for hobbyist type machines
