If those are the only two machines you can purchase, I would go with the Bester.

I'm pretty sure you will need pure argon for TIG welding, if you cant get pure argon affordably locally I don't think there is much point worrying about the multi process TIG part.
Looking at the Telwin, its 30amp to 170amp which should suite thin steel up-to about 6mm.

My TecArc 181 is tripping my MCB.
