I hate locking wheel nuts and as you say nobody bother nicking them anymore.
Chop out the rotten wood. Use the hardener on the little rotten wood that is left (so you don't need as much hardener) then fill with car body...
If you have got an air chisel also get a needle descaler attachment - that will become your favorite tool :)...

Do you have access to the rear of the nut or is it in a sealed section ?
