It's the rocking arm that takes the load of the whole upper saw Inc motor.What kind of forces does it need to resist? If compression only then braze. Probably ok to braze if its a rocker with force parallel to the plane of the rib. Welding will make it brittle so if there is any bending, it will snap.
Again, received wisdom tells me only about 50% of typical cast irons can be welded at all!
You could try TIG brazing I guess but pre heat and silicon brass oxyacetylene brazing is the way to go, with a long cool down.
