Wilkinson (Same as the razors, swords and files) make some really nice ones for cutting composite fibres (Carbon fibres and Kevlar for example). I'd dread to think what they cost though.
According to Adam Savage, paper is one of the worst things * for scissors as there are tiny abrasive particles in it (silica, clay, etc) which will dull the blade fairly quickly. I don't know if this is exactly true however.
*Obviously things like rocks and steel plate are much worse.
