Can anyone see any problems with this repair?

This repair has already passed an MOT test in the past, the same tester is now saying it's no good.
The only thing I can think of is that I've duplicated what I now believe is a previous repair, that was wrong. It's the plug welded in patch in my second post in the above thread. (I don't believe this would have been there fresh from the factory.)
He's now saying that any patch piece needs to be seam welded all the way round, highlighting the second bullet point on section 10 of http://www.motuk.co.uk/mot_appendix_c.htm
But he's also telling me you can only plug weld if you replace... an entire panel! One of the mechanics was also telling me I'd have to seam weld the sill if I replaced a part of that. Lots of confusion as to what the actual issue is TBH.
He then said that if he couldn't see the welding, he'd have to pass it, ie an excessive amount of underseal.
I may have to go back with some pictures to get the tester to point out in more detail what his actual problem is.
I hate MOT tests. :-)
