I have bent both thin wall copper tube & stainless (6mm 10mm 12 mm etc) with RIGID benders (they do imperial sets too) - they would certaily do the pipe you show.
PS: If you need to flare the tube you can make a simple steel madrel on a lathe (or a buddy can) that just hammers into the annealed copper to flare the end - done this many time on 15mm table y domestic copper water main feeds.
