As an aside, this won't be the only thing she has to deal with so I would have a word with the bank as normal the executor would take charge of the account until the estate was wound up.
It's a lot easier to cancel direct debits and get refunds etc into an active account.
It's complicated by the fact that sis + BIL weren't married, and there's no will:
Technically the only heir is their (11y/o) son, so it'll have to go to probate(?).
Sis is legal owner of the van (receipt when bought was in her name), BIL was registered keeper.
All the bills are in sis's name/from her account, so no problems there.
