I imagine there is no good way to do it, just to poke/chisel it out with care not to damage the plastic?
He's going to damage the dpm with anything on an angle grinderThere's a few types of these around, do yourself a favour and go dust free and constant depth, diamond type may be better, your choice.

And you can replace dpm if damagedthere is a way you can do it better and easier but you wont like it
first off drill the perp down the side of the brick then
grind the joint above the brick last bit you can use a drill bit
do this for 2 bricks along take bricks out clean off then renew the cement joint to the dpc and above the brick
sorry only good way to do it without damaging the dpc layer
