It is water cooled, unless you are pumping hot water which is unlikely I would have thought.

It will be running at engine temperature so it will be hot I should imagine, fan kicks in about 90* C
Not so sure about JB weld, I used it on a wallpaper stripper & with the steam it went like jelly, that really surprised me as I’ve used it before without a problem. When I built my trials car years ago, I cut a hole in an A series thermostat housing & Araldited a radiator filler neck in, that lasted several years. That was the old stuff that goes really hard, not the new quick set stuff, that remains softer. I think I would pin it as well, belt & braces, just in case.
JB weld is good for 250C, I used it a few years ago to make the inlet ports on a cylinder head smaller

thats because I thought they were too big in the first place, I wanted an engine that had a broader torque range rather than top end power, so by making the ports smaller you increase the mixture velocity at lower revs, as standard the engine has a rev limit of 6000rpm and I very rarely take it above 4000rpm, also by making the ports smaller you can also alter their shape which can lead to better flow, the port throats were enlarged to improve the flow at partial valve opennings.
