My understanding was that loler did not apply to a self employed person on his own premises where or when the public were not around, and had no access, i.e. behind closed gates, so if you had a tail lift that was on a vehicle in the street loler applied but a lift etc. as above it did not apply,
I used to maintain the goods lift inside my building, it had previously been a passenger / goods lift, one day going up in the lift to the first floor with the factory inspector I mentioned this fact, she could not get out quick enough, told me to remove the fuses and shut the lift down, we hardly used it so no great bother, a couple of days later I was told I could use it again,
I did not inspect the worm and gear box or work on the cables as that was not allowed but did most of the rest as a competent person, the rules may have changed in the last few years,
same with my old Cessna, found out what I could do and what I could not touch as an owner / pilot, could change the alternator or starter motor but not the fan belt! could remove the wings but not re-attach them, could strip and respray it but I know that changed just after I did that, hmmm I still have that step ladder! picture taken early / mid 80's my previous workshop, Eley estate Edmonton, of shotgun cartridges fame,

The regs are designed to prevent folk from dying
A falling load doesn’t care if you are an employer, employee or self employed
The regs state All lifting kit must be tested etc where the Health and Safety at Work Act applies
So if at work, even as self employed with only one person the regs apply
