I would say there are a few possibilities I can think of.
I would suggest perhaps not to jump to conclusions unless you know for certain which it is - and really only you and him know the situation so it is hard for anybody else to comment.
1) He is clueless about the worth of the items and has just came up with a number without really researching.
2) He is intentionally wants to put you off buying, perhaps he hasn't even convinced himself to let the items go yet. People do strange things in grief.
3) He wants to make the maximum amount of money and believes he can squeeze you for it - possibly he doesn't know or care about your relationship with the gentleman.
I think perhaps the best course of action is as has been suggested - politely decline, say you would consider buying something if the price is fair, and let him come to you when he has decided he either wants to sell, or has no other takers.
It is important not to get too wound up over it, regardless of if you end up buying anything or not it will sour your memory of the guy, create a load of grief and it isn’t worth it.
Wait it out, chill, too much stress in the world right now as it is.
