Get as much heat as you can in to soften the thread locker then Welly a quality torx bit into the hex and turn with a ratchet or impact driver.
If you need to drill then a mag drill is definitely not necessary, if you are snapping drills on the hex I'd question the quality of the bits, put an old drill in too fast to destroy the hex first before drilling properly.
I would try easy outing first with proper easy outs, not those crap ones snap on sell, the heat from drilling should soften the thread locker.
