Baofengs are not type approved and the transmitters are pretty dirty. Better chance of interference complaints from other spectrum users with them.

Thanks I just assumed you could programme them to the same frequency as the ones that are licence free?You can't use PMR frequencies ad hoc, you need type approved equipment and a Home Office licence. They will then allocate the frequency permitted if there is free spectrum in your area. I don't know if there might be a hire scheme from a licencee though. If you want local and licence free communication then your only choice is 446MHz but again, they need type approval. The power output, frequencies permitted and the aerials are strictly controlled.
