They are already offering tarriffs based on half hourly meter readings. When I looked the fixed rate for my post code it's 13.6395p per kWh. To me it looks like the only way I would save money with them using smart tariffs is if most of my usage was overnight. Looking at the numbers below given the standard rate is 1p more than off peak but less then half the peak rate I doubt I would save anything.

With regards to offering deals when there is an excess they probably couldn't target everyone or it's likely we end up in a stupid situation where we have supply issues because too many people are trying to take advantage of a discount.
So they can instantly see when you aren’t using electricity, and they reduce the price. Then when you turn everything on to take advantage they see you are a heavy user and put the price up? Have I got that right?
Here’s an idea, they could make big electric heaters, full of heavy fire bricks, that store heat during cheap electric hours, then release that heat when required.

But we live in a world were demand is 24*7 its not the 70s were we had excess
We do have excess. We pay power companies NOT to produce power from turbines. It needs storing.

Where do I sign up for that? We're becoming surrounding by these onshore wind farms, but the price of the juice never shows any signs of reducing....
... and when more than 50% of the urban commuter fleet is electric and the various governments wake up and realise they're losing out big-time because of the drop in fuel duty, smart meters will work hand-in-glove with electric vehicles to charge EVs at set rates including a fuel duty. It will even reach the situation that a vehicle could refuse to charge from the owner's own solar panels, how about that? All this is perfectly possible, right now.
