As WorkshopChris said, you need to be very careful about safety, especially if you are selling these and they are to be used in a public place.
Strictly speaking you should CE mark them under the Low Voltage and Machinery Directives, but CE Marked or not making them safe is what really matters, CE Marking just means that you will have the evidence to back up what you did to make the product safe in case anything ever did go wrong.
Torque limiting and no trapping points for inquisitive kids fingers and suchlike are the obvious risks. I like the idea someone said about driving near the outside of the disc with a wheel that can easily slip, if you just rely on stalling a motor then you might have issues if one becomes jammed with no-one around, obviously it needs to be electrically safe but it would be easy to imagine a motor heating up and not being disconnected when stalled.
I'd be having a look to see whats on the market already for this job, firstly if they are already available you can read the bumf about how its made safe, secondly, if they are expensive and you think you can undercut the price significantly you could consider going to the trouble of CE Marking and marketing them to countless other showrooms.
