Reminds me of a fatality report I read a while back. Handling on a car changes on the motorway so the guy pulls over and looks at the tyres and one has an egg on the side so he swaps it for the spare. They are only 5 mins from home and he knows where there's a local tyre place so rather than shove the tyre back in the well under the stuff he took out of the boot he asks the passenger to hold it whist he drives to the tyre place. On the way the tyre explodes in her face and kills her.
people that think they have all the power using dirty regs thought up
they can ask you for your name but you dont have to give it to a PPO as they are not a registered officer and I quote police officer

In most situations you do not have to give your name to a Police officer either so not really that different.
But if you have people patrolling, making people feel safer, clearing away drug paraphernalia, keeping an eye out why is this such a bad thing? Where I live they introduced something similar a few years ago and it has made a big difference - hope they carry on.
