What would surface rusting on newly made stainless steel trolleys be caused by?

Has it been stored in a damp place with a reducing atmosphere. Stainless rusts like any other steel unless there's oxygen present. The stainless quality is result of chromium in the steel & oxygen in the air forming chromium oxide at the grain boundaries. What grade of stainless steel is it

Not passivated and in a damp or salty, humid atmosphere.
Chemical exposure.
Contamination from mild steel during fabrication.

could be....should be neutralised with a mild alkali after picklingthe were not magnetic, Brad the trolleys are new just been made well a month ago max, this was the first time we tried cleaning them normally no chemicals just a power wash outside. But that is not removing the rust. I am with Hitch I think it is acid staining too. Just a rush job by the guy that made them and didn't clean the pickling paste off.
