Only because the vast majority of Uk citizens are honest. Wonder how it would have worked in say some of the southern mediterranean countries. Heard that in one of those more people own a Porsche Cayenne than own up to earning what one costsI too sort of thought when "self assessment" came out in 1996 - it turned countless small tradesmen - butchers - bakers and candlestick makers - into mini accountants.
Seemed to have worked thou - it has lasted 25 years...?

Yes, couldn’t agree more, after all, somebody’s got to pay for all those MP’s duck housesIn some respects making self employed people calculate their own tax - made them more aware of expenses and margins. It may have not been a bad thing - seeing every penny in detail.
Quarterly returns for MTD - could be argued it is pushing this a bit further (there are several reasons I am against MTD for small business thou).
I wonder how many tax inspectors frequent this site when I work for them and ask there jobs the reply is I'm a civil servant . my reply is tax inspector then and they just agree
BTW The local office, where I worked some of the time, had 10 floors and 500-600 staff. They now occupy just one floor and only around 50 staff !
That actually is sort of true. A high percentage of the people who do the bulk of the work are women of which most are married with children so aren't interested in promotion nor changing to working in the private sector. There are also, or used to be, a lot of people who wouldn't get a job elsewhere due to personal habits, attitude, lazyness etc ! Biggest mistake of my working life was joining the Civil Service as I wasn't suited to the job but trapped with mortgage, familly and such so didn't dare risk trying anything else.I've never had any problems with HMRC or the dreaded VAT. I've always found them to be very knowledgeable, helpful and polite. I think I've probably been lucky though.
I think the main problem with a lot of civil service jobs is the kind of people who do them. Anyone who's any good soon realises their skills are much more valuable elsewhere, and those who are left turn into career civil servants who just play the game to get promoted, and have no interest or ability to do a good job.
