I saw this on jap bike wiring. if you cut back looking for clean wire it often turned out the whole wire was like it. I used to clean the ends with a knife and put new terminals on.
It wasn't great but always seemed to work; cheap sort term fix, you know the alternative.
I was asked to look at a bike that wouldn't run. I think it was a ZX10 in about 1990, so only a few years old.
Most of the ignition wires had green on the terminals and the visible wire was green; I cut the insulation
back and some of the wires had rotted away completely! The bloke had some bad connections so he soldered
new terminals on, the only way he could get solder to tin the old wire was with Bakers fluid;-)
Clearly something not to ever do.
