When you say clip it leave the rest of the core in the sleve that's not being used ?
that's up to you makes no odds on 5 or 6 meters of cable . your best off not taking a live from downstairs circuit to the upstairs light just take the neutral and earth its not the done thing having both live wires from upstairs and downstairs from different circuits in the same light fitting.....lots of debate on that one then ;-)
I was thinking to run a fully connected T&E from the downstairs lighting and terminate but not connect the live at the stairs light fitting (rather than clip it out or leave it floating). I hope that makes sense?

you will still have to use the existing switched live from the downstairs circuit in to light and just disconnect the neutral in to a connector and feed the new one in to lightThanks for all the help - much appreciated as always.
Unless I am missing something I can pull out the upstairs T&E from the stairs light fitting completely so I should be OK on your last point.

Unused cores are meant to be earthed to stop inductance producing a voltage in them.
I've measured 65 volts in an unearthed core
just done a db change today. every earth wire was short and needed extending some others were a bit shorter than id have liked but it didn't turn out to bad .would have been tidier had all new were run in but its ok
