I've read as much as I can on the subject, and it seems that there will still be a process for testing one off and limited run vehicles. The type approval bill still notes that member states will be able to have a single vehicle approval scheme, but I am not sure what that is. It will be required for imported US and Japanese cars as well as kit cars, so there will be something provided. Don't confuse type approval with a single vehicle inspection. It may get a bit tougher, but will still exist.
As for the electrical regs (Part P), any person may work on, extend or modify a circuit in a house, unless it is in a kitchen or bathroom, and you are not supposed to do any work in the consumer unit. You can still add and move plugs, lights etc in other rooms. Revision 18 (or is it 17) comes in to play imminently, and that states that all consumer units must have individual RCD's for each circuit, so say goodbye to a single master RCD or split board. A replacement set of switches then will cost between £30 and £50 each, so for an 8 bank board, you're looking at £240 to £400, just for the breakers.
