This is a rust patch I fabricated and used a panel adhesive to bond on the back of the wheelwell.
When I removed the screw, the top upper part came loose, but the remaining areas are intact ( red 1 in pic below)

I need to remove the old panel adhesive, so its bare metal, so I can use better panel adhesive to rebond it.
QUESTION: What can I use; other than sandpaper, to properly sand away the old panel adhesive?
I have attempted all the dremel bits I have, however they all are far to large.
I do not own an air compressor.
