My point was that they were illegal for use before the trailer IVA scheme came into being, and they are still being thrown together today.
Before the IVA they were dragged about because unless they physically fell apart there was very little in the way of roadside checks or enforcement.

I only have one issue with having a trailer I make tested, and that is paying for it.
If I make a trailer, I'll submit it for test knowing full well it will meet or exceed any requirements and that it will pass - I'll just begrudge the fee (as I do every time I go for an mot).
At least its a one off not every year which was the other proposal on the table.
