I have an app on my iPhone called lapse it, might be no good for your application but could be used to get the hang of what you want to do.

I had a Labtec webcam many years ago and the software that came with it had a time lapse option, the software is still available out there.

Essentially you take a shot from a fixed location a certain number of times per day. Once complete, you stitch the images together using software to make whatever format you want.
For a CCTV setup, you'll need a capture card to bring in the data. Unless digital or a webcam etc. Software wise, a very basic Linux server running motion will do all of what you want. Heck, even a cron job hooked to a block device would work.

Have you got a Raspberry Pi ?

But the best thing (in my opinion) is a Raspberry Pi doesn't use much power so it can be run off a few batteries if you don't have mains nearby.
