Another Useless Welder

Two welder problems in one day!
This is the second after Mig welder didnt work I turned to my ancient arc welder which did the job I was working on but I have some questions.
Since lending it to my farther-in-law the twidley (Technical term) knob in the centre screws in and out but the indicator for amps/rod thickness does not move (Stuck at the high end 3.2mm). It worked ok but is it easy to dive inside the machine and fix it?
Secondly the rods I used, were I think 10 years old at least.
I see on the forum that cheap rods can be difficult to weld with, is the same true for old rods?
I had them stored in a warm place, but they seemed to be inconsitent, in the end the 2.5mm were the best. This all assumes I am a capable consistent welder (Probably not true).
So get some new rods? (and chuck the old ones out)
