The paint system is 2k and contains isocyanates but the solvent carrier is largely replaced by water.

I beg to differ. Waterbased paint dries by evaporation. Isocyanates are only required as part of a chemical setting reaction as per 2 pack. Scaremongering from a position of ignorance is what makes people resent the nanny state. I know that you are a sensible and decent chap Parm, so don't take it personally.
If you can show me ANY automotive airflow evaporation drying waterbased paint with isocyanates I will make you a very public apology.
There is currently no isocyanate-free topcoat (i.e. lacquer).
my understanding is the base coat dries from evaporation of the water based solvent only...if it contained hardner then it would dry in the pot which it does not
I've just read from www.hse.gov.uk/MVR/bodyshop/isocyanates.htm that some water based does in fact contain isocyanate so Parm is correct

Paints containing isocyanate are used extensively in MVR as almost all motor vehicle repair bodyshops use 2-pack or "2K" isocyanate-containing paints. Isocyanates are used in some water-based paints, most base coats and almost all lacquers. ‘Water-based' does not mean ‘isocyanate-free', just that it is emulsion based and has reduced levels of solvents.
So as I pointed out once again, they are lumping 2K paints (regardless of base) in with WB basecoats "Most base coats" which is wrong. Most base coats are not 2K and do not have isocyanates added as a hardener, whether water base or solvent base. 2K acrylic primers yes and 2K lacquers yes, but base coats definately not. Unless you can show me an example?
