I'm very slowly stripping and rebuilding my old Lancia Beta engine and the block is currently waiting to be bolted to an engine stand to get it ready for paint and then the rebuild. I'm currently getting the sump sorted out; the old (essentially useless) baffling has been cut and ground away, the bare sump has been away for media blasting and I've just had new baffling welded in.
Since it's been blasted the sump has only ever been in a warm, dry environment (the living room, much to SWMBO's distaste!) but it's still started to flash rust again. The blasting has also shown up quite clearly the effects of rust on the front of the pan. The base and side aren't too bad, but the front is quite heavily pitted. Here are some photos of it. First off, the new baffling:
The gasket surface is fine, and I have no complaints about the internals. It's the front that's problematic:
As you can see, rust is returning, and there's a fair amount of pitting. It's worse when viewed close up:

The base and rear of the pan aren't as bad, but aren't exactly showroom-fresh:
So my question is what to do, and in what order? I know that a poly strip wheel would clean up the rust easily enough, but would it make the surface too smooth/shiny for primer? I'm intending to put a coat (or 3) of epoxy primer on to halt further rusting, and given the rough surface of the front of the pan, was thinking of simply brushing or rollering it on. The next question is whether to try any filling of the pits and spot weld marks - is it worth doing seeing as the only time it will ever get seen is when doing an oil change?
I definitely want to stop the rust in its tracks and protect it as well as possible from any further deterioration, so what type of top coat(s) should I be looking at using, given its location and likelihood of getting peppered by road grit?
