There was a motor at the NEC restoration show last year on one of the magazine stands with a sign in the windscreen about the Eastern European bodywork restoration. Something along the lines of it had been hoped to get a high quality job for the equivalent cost of a low quality job in the UK but the reality was that it had turned out to be a medium-low quality job at a medium cost and so not really any better than they could have got over here for similar money.
I saw a TV programme about it and they followed a guy with an SD1 who seemed to get a good deal but it must have been three years ago so how relevant any costs would be to the real world today is debatable. I wonder if that's what the OP saw.
