You only need 1 amp and it sounds like your PSU is struggling to deliver any more than that.
Dilute the big tank a LOT more until you get about 1A. You've got a really good anode set up which probably means you have a very efficient electrolysis tank!
<edit> something I forgot to mention: the connection between anode/cathode seems to improve over time as the process gets going. This means the amps will rise from the starting position...
I had noticed the amps rise as the bubbling goes on.
Ok why with the stronger solution and a smaller work piece and anode did it only draw 1.5 amps?
My PSU was happily delivering 3.5amps in the bigger tank after I diluted it by 30L but it did get hot as it is only ratted to 3amps constant with 5amp peak
