The danger with weaving in anything but the vertical up position is you are creating a large weldpool which will start to run under the end of the welding wire, this prevents the arc "energy" from punching into the parent material and giving you good fusion and you end up just pouring molten metal into the joint, similar to brazing.
When welding in the vertical up position the molten weldpool tends to be falling away from the arc due to gravity so you do not get the same problem, probably haven't explained this particularly well, lost in a cold and brain not working that well
