Reversing the motor will only spool the wire out so you'd rely on the spring and/or manual effort to return the carriage, which means the motor will have to work against the spring. If I was going to build something like this I'd use the motor to drive a capstan so you could power-reverse the carriage.
I would add an overload device, electrical or mechanical, and limit switch(es).
Why is the anvil fixed and the motor &c mounted on a moving carriage?
What size are your cables ? I can see them stretching and a lot of stretch and stress building up to the point where they break. Also the bearings above and below the plate, wood splitters don't usually have anything so refined just a groove and a guide to run in it.
Not sure what you mean re-the capstan? Care to explain?
